On 29th Septemebr HMRC announced on the Working Together website that they would be withdrawing the Electronic Lodgement Service. The announcement also stated that over the next six months they would introduce the ability to submit SA returns without the need for a 64-8 (we could of course already do that using ELS). The functionality does not yet appear to have been introduced. I e-mailed the Online Services Helpdesk today who responded "I can confirm it will not be possible to file 06/07 Self-Assessment returns without a form 64-8 being registered". Has anyone heard of a change of policy? Come back ELS - all is forgiven

Changes to the 64-8 requirement from April 2006
I have just been talking to the Online Filing Software Developers Helpline to confirm my understanding. They have stated:
From April 2006 there will be no requirement for a 64-8 to have been logged in order to file Tax Partnership Trust or CT600 returns online from a third party software package. This will be extended to include the HMRC online system later in the year.
They also stated that this will be announced again in a forthcoming Working Together.

I had hoped that that would be the case. But my original query exactly reproduces the reply I received from the Online Services Helpdesk and as you can see categorically states that a 64-8 will need to be registered. Obviously left hand does not know what right hand is doing. Have responded to the e-mail today and asked them to check their facts

but they have at last issued a schema to software developers to allow for the submission of attachments electronically - though I understand that the Gateway is unlikely to be able to handle this until October earliest
