Call the VAT enquiry service on 0845 010 9000. They are very good and will give you a reliable decision.

I am not sure just what service you are providing, but the IE VAT number is irrelevant for services (as opposed to goods) other than to establish that your customer belongs in another EU country. It sounds like an electronically supplied service which is treated as supplied where the customer belongs. If so, you do not charge UK VAT on your invoices and the customer is required to account for Irish VAT under the reverse charge procedure.

On your VAT return, there will be no output tax to enter in Box 1, but you will need to include the invoice value in Box 6. Do not enter anything in Box 8; you are not supplying goods to another EU country.
