Small Business Rate Relief - how defined?

This relief came in from 1st April 2005 (though it is probably more than outweighed by the massive increase in business rates - has anyone indicated what on earth will happen to all this extra tax raised? Is it mostly to cover local authority pensions shortfalls or something?), but looking very quickly on www.mybusinessrates.gov.uk I cannot see what the definition of a small business is, unless it is is simply a business occupying a commercial property with a rateable value below £5,000.
Can anyone enlighten me please?
