I understand from the tribunals service that an appellant cannot appeal direct to the tribunal service - they will only hear appeals referred to them by the TCO.
So all the TCO has to do (as they are now doing) is to ignore correspondence etc from the claimant or agent in perpetuity.

Another irritating thing seems to be that where a question over whether to admit a late appeal is referred to the tribunal service (often contrary to their own internal guidelines) the claimant has no right of representation at that hearing.
