For Tax Credits purposes, is someone, whose sole source of income is from furnished holiday letting, classed as self-employed and working??

I doubt it
Although FHL is regarded as a trade for loss relief etc, the income from this is still treated as investment income and reported on Land & Property pages of main ITR, rather than Self Employed.

I'd have thought you could only show as self employed income on tax credits form if you had actually completed SE pages of ITR
