VAT and Place Of Supply

If a hotel in Scotland provides accomodation to a visitor from an Irish Company (i.e. a company from a fellow EC state), who provides a proper Irish VAT number, should the Scottish hotel charge VAT or not ?

What are the rules vis a vis place of supply ?
