other than paying the monthly fuel scale charge are there any other circumstances whereby the vat on fuel can be reclaimed on a car that is used for business. Note the car is not owned by the company merely used by its only employee for business travel.

yes
If a record is kept of business mileage and fuel is only provided for such mileage, then there is no scale charge.

The employee must supply a VAT receipt for the fuel purchased personally showing VAT sufficient to "frank" the input tax recovered for the sum reimbursed. It must also be dated on, or before the date of claim.
