VAT Review

HMRC has requested a back-up of our client's accounting data, can we instead send them copies of the VAT return together with supporting schedules for the period in question.

Ask them !
Why aren't you asking the VAT office this question? Maybe you could offer to do some printouts
Fairly common
This has become fairly common over the past few years, especially if you use Sage. Instead of coming to visit the business and accessing the system, they simply stay in the office and ask for the back-up - from which they extract various reports that are relevant to ascertaining whether there are anomalies within the system. As far as I am aware, they have powers to do this.
