VAT on services provided in UK to EEC Customers

My client is an Exhibition company, we have customers from EEC. Normally if a UK company provides services to EEC customers in UK then VAT has to be charged.
My client's EEC customers however are claiming that other Exhibition companies do not charge VAT to them even though the service is provided in UK
Does anyone know whether this is true and if so under which VAT regulation can this be done (ie not charging VAT to EEC customers)

Supply of right over land
If the supply being made is a right over a specific piece of land then it will be exempt from VAT unless the supplier has made an option to tax.

Unfortunately, this has the knock on effect that VAT will not be recoverable on any associated costs.
