The government's new approach to tax policy making is to put more measures out for detailed consultation in the year before they are enacted. ESC C16 will be legislated for by Statutory Instrument which is why it will become operational on 1 March 2012, about three weeks or so before the budget. To stop it or influence it action MUST be taken now.
