Contradictory CMA report is a waste of energy

The CMA's long awaited report into energy prices bemoans an overpayment of over £1bn and a lack of competition.
It turns out that this headline grabber, worthy of the Daily Mail, means a small 5% overpayment. Hardly material, as any beancounter will tell you
Furthermore, if the market is not competitive how come they state that on average punters could have switched and saved £160 a year?
Sounds like another case of treating the public as imbeciles and creating work for the sake of perpetuating their own jobs.
