Once upon a time there was a land filled with ponds. In each of the ponds lived a number of frogs who went about their daily activities, just like everyone else.
Unfortunately, some frogs got up to no good and caused real trouble in some of the ponds, which was a situation the other frogs would not stand for. They took a number of actions to set things right:
* They set up a committee, but no decisions were made and it was abandoned.
* They set up an urgent task force, but this was really just a fancy committee and it, too, failed.
* They put together a code of conduct, but found only the honest frogs signed up, and they would have adhered to the code anyway.
Finally, they took the most drastic step and called in the duck. He had a reputation for getting things done. He didn't take any nonsense from frogs and could surely sort things out. Besides, the frogs were impressed with his knowledge outside ponds and hoped he'd bring his experience to their limited world.
The duck certainly shook things up. He checked up on the frogs, and even caught one or two of the nefarious ones.
Unfortunately, after awhile, things started to go back to normal. Most frogs did the right thing, but there were always a few who tried to get away with doing something they shouldn't. The duck would find out about this and chase the frog, but it could swim too deep and stay under water too long for the duck to catch.
The duck never fully understood the frogs.
The frogs never fully understood the duck.
But everyone was happy enough, because things were better than they were before, even though they were still quite the same.
