Inactive controls in design view

Hi everyone. Is there a way to activate some controls in design view to modify or create a built-in template? For example, there is one control to hide units, but it is not active. I thought it was locked in built-in templates, but I tried to create a new one, and it's the same. I'd really appreciate your help.
