Administrative Restoration - paper AR01

I am in the middle of performing an administrative restoration of a ltd co whose directors failed to submit accounts; this neglect lead to the co being struck-off.

The directors tried to submit an outstanding annual return using a paper 363a but this was rejected as the company had by then been stuck-off; it turns out they should have used form AR01.

 The admin rest process requires that all the outstanding accounts and annual returns are submitted with the admin rest application.  The AR01 that I prepared to replace the above 363a has been rejected by Cos Ho because at Part 3/F4/Voting rights I put the single word 'Unrestricted'.  The Cos Ho rejection letter has an example of acceptable information for voting rights that says 'Each share is entitled to one vote in any circumstances'.

The incorporation date is 22 Dec 1994 and the relevant Table A applies with some minor modifications.  Table A paragraph 54 (at the end) says 'on a poll every member shall have one vote for every share of which he is a holder'.  This seems to be a better phrase than the Cos Ho example as members have votes rather than shares.

Also, for other companies we submit routine AR01s electronically and they work even though the paper printout says 'NONE' for the voting rights.

What should I show on the AR01 for the voting rights?
