Data Recovery and Forensics Industry Standards

I am seeing an increasing number of complaints about poor quality work that has actually danaged the platter surface to such an extent that the data is unrecoverable. I think that an indusrty standard should be established but it would be hard to bring together the broad spectrum of industry bodies claiming to represent the sector. Who would be best to establish a standard?
