New tax penalties: CPD with HMRC

HM Revenue and Customs (HMRC) has produced an e-learning package to equip its frontline staff and managers, together with agents and taxpayers with a general awareness of the new penalty regime.

The module “the new penalties for inaccuracies awareness package” takes less than a quarter of an hour to read through online and covers:

  • An introduction and overview of the new penalty regime
  • Legislation and calculation
  • The penalty assessment process
  • Further information.

The first penalties shall be charged in respect of inaccuracies in returns or documents under the new regime apply:

  • for return periods starting on or after 1 April 2008
  • where the due date for filing is on or after 1 April 2009.

HMRC says that there will be further more detailed learning available prior to 1 April 2009 for HMRC staff, and are keen to develop opportunities for joint learning, if anyone is interested.

Accountingweb.co.uk's tax editor, Nichola Ross Martin says, "Firms need to be thinking about their systems and quality control of jobs in the light of the changes. This is a good introduction to the new system of penalties and it is free, after all! I would make it mandatory for staff who deal with clients to go through the module as it manages to explain some of the more difficult concepts of penalties based on behaviour quite succinctly."
