In the drive towards 2005 e-procurement initiative many Local Authorities have initiated a supplier analysis; in many cases the results have shown that procurement has evolved to a position where officers have been using various sources of supply with minimal control. This has led to an expansion of the supplier base beyond a reasonable level, creating a major problem when assessing the 'suitability' of suppliers.
