Back to budget deficit as Chancellor battles recession

The Chancellor will have to breach borrowing targets in his very first budget, say leading researchers, unless he opts for substantial tax increases – an unlikely move given they would slow down an already faltering economy. With taxes already set to take more of GDP, despite tight curbs on public spending, a tactical breach of the 'golden rule' may be needed to save banks, and homeowners, from a slide into the red.
