Sir David steps down from his role on 31 August to take up an advisory post at the Treasury. As the first boss of the merged Inland Revenue and Customs and Excise he has presided over massive changes, not all of them popular. Earlier this week, the department announced Paul Gray, Sir David's deputy, will replace his boss temporarily.
