Verifications may not be needed
Rebecca's assertion that all systems need to handle 'verifications, data recording and monthly submissions' is a little misleading. If you are a large contractor with dozens of subcontractors coming and going each month you will indeed need all of these processes. But if you are a smaller contractor, with only a handful of new subcontractors each month (and perhaps a firm stable of several dozen in regular use) then the verification process is largely pointless - it's easier and more reliable to phone up HMRC for the few subbies you need to verify (and the manual process allows you to easily correct for errors, which any automated process is going to be hard pressed to achieve). Of course you definitely do need the transaction recording and monthly submissions processing (unless you employ so few subbies that the monthly returns written on paper do what you need, when you need a pen and a spreadsheet).
Thesaurus software
CIS Assistant by thesaurus software is HMRC approved and also falls into the sub £250 category. It allows online verification, monthly filing and the printing of weekly or monthly statements. verification not needed ?
Verification / match transmissions are very useful for checking that you can actually communicate with the HMRC before it actually comes to transmission time !
Not so critical for our users as we also host a server that emulates the government gateway so that you can verify transmission works via whatever firewalls you have in place before hour zero.
Another part of the legislation that seems to be overlooked is the requirement to verify the employed/self-employed status of each sub contractor.
I sense there are some fairly sturdy fines lurking !
