Budget 2010: Why the cloak and dagger?

Update: Since this article was written it has been announced that the Budget statement will be given on 24 March.
There must be a Budget before the General Election – and indeed in view of the General Election there must be a Finance Act before Parliament is dissolved, as any Budget announcements would not survive the dissolution, and would need to be reintroduced after the General Election.

Am I cynical, or does....................
....the lack of a date suggests that Darling & Brown are still dithering about how to "cover up" bad news and try to buy votes without being caught out by the opposition.
No Budget at all?
Is there any chance we won't see a Budget at all this side of the General Election?
No chance
At least we must have a Finance Act, and to trigger that process we have to have Budget statement - there are certain things that still need to be fixed for 2010-11, and without a Finance Bill some things which we have already been doing such as £130,000 limit will just disappear, so yes, there will be a Budget. Still waiting (as of Tuesday morning) for the announcement though!
Mission Impossible
Seems Labour are too busy dreaming up new ways of taking money off people (now dog owners are under attack) to be bothered with doing sensible things, like having a budget.
If you were Darling would you want to stand up and have to admit the Great Britain plc is bankrupt, broken, and you haven't got a clue what to do about it because the muppet sitting next to you has ordered you to "cover up" and try to buy some votes? Talk about mission impossible.

Not yet
Expect this in the Finance Bill which gets waved through, along with quite a few other controversial measures. If they aren't in the number 1 Act they won't happen, as the Budget resolutions (including 2009 ones) will not survive the dissolution of Parliament. So we're not talking about a 5 page Act then.
