When is the best time to publish bad news? As the spin doctors so readily demonstrate these days, it is when everyone else has there attention turned in the opposite direction. This makes Christmas an ideal time for "the spinners" and heralds the publication of the Report by the Comptroller and Auditor General into HM Revenue and Custom’s performance in 2005/06.
HMRC’s own Annual Report was laid before Parliament on 19 December and was published on its own website on the 21st.

A client ceased self employment in November 2004 to become a full time employee of a large corporation. The Revenue (as they were then) were informed of this. Nevertheless they have issued a 2006 tax return and insisted that it is completed and submitted although it will not show any tax payable.
What a criminal waste of everybody's time and money, including public money; ie we pay tax and these people waste it on tomfoolery like this.
