26 Apr - Online Services: HMRC Email Bulletins for PAYE Software Developers

The Bulletin, dated 21 April, reads:

"You may find that your customers contact you regarding 2004/05 P35 Reminder, form AR1. The AR1 is issued prior to 19 May return filing date, as a prompt to file on time. Employers who had their 2004/05 P35 Annual Return issued electronically have been sent an AR1 reminder in error. Please be reassured that where the confirmation email has already been received by your customer (should we have their email address), following submission of the P35 or where the 9004 xml message code is received, we do have the details.

"We apologise for any inconvenience caused by this problem. Investigations are underway to ascertain why this has happened and to ensure that the problem cannot arise again.

"You will also find that the incorrect year of 2019/2020 is shown on reminders. If you have queries about this information please contact the SDS team '"

HMRC said: "The Corporation Tax article in Working Together issue 20 let agents know that the Inland Revenue was going to write to them, with a client list, asking them to check that the records they held, particularly about agent authorisation, were correct.

"The letters were sent out before Easter but unfortunately there is an error in the client lists on every page where there are entries for more than 16 companies. We would like to apologise for this error and explain that all the data for the company clients named is there but in the wrong order.

"For item 16 on any page, the company named on the first line of that item, the taxpayer reference, the 64-8 Y or N, and the client reference given on the second line belonged to company named at item 17 and for the company named at item 17 those details belonged to the company named at item 16."

"If the answer to Question 1 on the SDLT return (Type of Property) is NOT 'Residential' an SDLT4v2 must be completed. We hope this clarifies the position."

The Revenue provided the following update regarding availability of the Secure mailbox:

"Over the next few days, the Secure Mailbox service will be available from 2:00pm to midnight and everyone can access mail during these times.

"You can pick up mail 24 hours a day if your payroll software downloads information straight from your Mailbox.

"We are very sorry about the current restrictions to Mailbox access and for the inconvenience that the temporary closure of the Mailbox may be causing you.

"We are reviewing the situation and will let you have the latest news on this page as soon as we can."

The Revenue provided the following update:

"ONLINE FILING SERVICE AVAILABLE

"Our PAYE Online service is available.

"Expenses and benefits forms (P9D and P11D) can be filed from 20 May using our free Online Return and Forms - Internet service. The deadline for filing these forms is 6 July.

"SECURE MAILBOX

"We are very sorry that our Secure Mailbox service has either been unavailable or restricted since 4 April. You are not affected if your payroll software downloads information straight from your Mailbox. If it does, you can get access to your mail even when the Mailbox is switched off.

"The mailbox is available from 2:00pm to midnight for the rest of this week and everyone can access mail during these times.

"We are very sorry for the inconvenience that the temporary closure of the Mailbox may be causing you.

"We will review the situation at the weekend and will let you have the latest news on this page as soon as we can."

"Expenses and benefits forms (P9D and P11D) can be filed from 20 May using our free Online Return and Forms - Internet service. The deadline for filing these forms is 6 July.

SECURE MAILBOX ONLY AVAILABLE FROM 2:00pm - MIDNIGHT UNTIL THE WEEKEND

"We are very sorry that our Secure Mailbox service has been unavailable since 6 April.

"Although we have now switched the Mailbox back on, it will only be available from 2:00pm to midnight today, Thursday and Friday. You will only be able to access your mail during these times. But if your payroll software lets you download information straight from your Mailbox, you can do this even when the Mailbox is switched off."

"We are very sorry, too, that we cannot give you a 24 hour Mailbox service, and for the inconvenience that these temporary closures of the Mailbox will be causing you.

"We are doing it to cut down the pressure on our online services. At the moment, demand to use them is very high: thousands of employers are filing their 2004-05 Employer's Annual Returns online. Keeping the Mailbox switched off for some of the time will help make sure that those people have the smoothest possible experience.

"We will review the situation at the weekend and will let you have the latest news on this page as soon as we can."

13 Apr - Stamp Duty Land Tax - The Budget 2005 Provisions
"We have published a note explaining what has happened to the Budget proposals on Stamp Duty Land Tax. In particular the note explains that in some circumstances a repayment may be due to purchasers who have paid tax on the basis of measures announced in the Budget."

12 Apr - Inland Revenue website
"The Inland Revenue website will be replaced by a HMRC website with effect from Monday 18 April 2005.

"Redirects will be in operation to ensure a smooth transition for all users to the new HMRC website. In the unfortunate event that a 'favourite' does not work please use our feedback facility to advise of any problems."

The entry dated 8 April (see below) regarding the secure mailbox service was amended to read:

8 Apr - Commissioners for Revenue and Customs Act 2005
The Act received Royal Assent on 7 April 2005. It provides the legal basis for the new integrated department, Her Majesty's Revenue and Customs, and the new independent prosecutions office, Revenue and Customs Prosecutions Office. These departments will be launched on 18 April 2005.

The Chancellor of the Exchequer's annual remit to the Chairman of HM Revenue and Customs outlines the department's main new and ongoing tasks.

    5 Apr - Pensioner Tax Back Project update
    The Revenue said: "By 31 March the project has been able to repay over 40,000 pensioners a little over £15.2 million. Furthermore, nearly 35,000 have been encouraged to sign the form R85, which means if they do so, in future they will be able to receive their interest without tax being deducted.

    "Although the project has now formally come to an end, we still have nearly 5,000 claims on hand that we will accordingly process and expect to make repayments to. Therefore we will continue to update the 'What's New' monthly until the end of June.
