Britain under the Conservatives would be home to flatter and simpler taxes, party leader David Cameron has pledged.

The promise was included in the Tories' new 'Built to Last' mission statement, which Cameron launched today following criticism from the Conservative rank and file who criticised the lack of a detailed policy.

In the revised 12-page version of a document orginally drawn up earlier this year, the party said it was committed to encouraging "enterprise in all its forms ' in the economy and in the community ' in order to raise living standards and quality of life for all".

In order to achieve its aims it pledged to "strengthen competitiveness to help create jobs through fairer, flatter and simpler taxes and deregulation for employers and wealth creators.

However, the document did not include a guarantee to cut taxes, something which many party members have called for.

It said it would "create stable foundations for enterprise and economic growth by strengthening the independence of the Bank of England and putting economic stability ahead of promises to cut taxes".

"Ours is a message of change, optimism and hope," Cameron said in his forward to the document.

"Our aims and values are built to last; they are as relevant now as they have ever been. In this document, we show how those aims and values apply to the great challenges our generation faces today."

The Conservatives' 250,000 members will begin voting on the new mission statement on Thursday. It is expected to receive a strong endorsement and play a major role in the party's autumn conference in Bournemouth.
