Taxpayers need a Bill of Rights, says PwC

PricewaterhouseCoopers has called for a thoroughgoing review of the powers of HM Revenue and Customs, and for consideration to be given to the creation of a taxpayers' Bill of Rights to replace the "effectively defunct" Taxpayers' Charter.
