It is hardly a secret that over the last year or two the relationship between HMRC and the leading representative bodies has grown steadily worse. A number of consultations where the outcome seemed preordained is one thing, but the apparent chaos caused in the network by the Varney reforms and the near collapse of local working together arrangements was another. The badly thought out and hardly consulted on “interventions” programme was close to being the last straw.
