Huge delay in processing agent authorisation forms

Having signed up one client to the MTD for VAT pilot bak in December, we found that we needed agent authorisation in place for their VAT scheme in order to sign them up using our agent services account.  As most clients deal with their own VAT returns we did not have agent authority for VAT for around 40 clients and so decided it would be sensible to get authority in place so we could assist them with the registration process should they need it.  As we don't hold all the necessary information to do an online authorisation (Particularly date of registration) we decided it was easiest to do this on paper.

 

Since 22 January we have sent in a total of 38 Agent Authorisation forms and have found that not a single one has been processed.  Having called the VAT helpline they advise that if it has been more than 4 weeks we should resubmit them.

 

Has anyone else experienced this level of delay in processing the forms?

Sorry I don’t have direct experience as all VAT authorisations are online but the delay in processing 64-8s is nothing new and they always say just send in copies.

Have you set a fee for this service and do you know how many clients want this? If the client has never needed you for VAT before then I am sure they can sign up for MTD themselves, they already use the gateway. I will have the same problem if clients ask me for help though as many of my clients submit their own returns.

In fact can’t you just get them to download the VAT registration certificate and the last VAT return and then you can do it online?

Just ask them for the date of registration which is shown on the vat cert on their account, and the box 5 figure of the last submitted return.

I assume that your clients have access to their online VAT accounts, since you wouldn't have been able to file without authorisation, and someone must have been filing.

Therefore, couldn't you simply ask each client to download their registration certificate and last VAT Return for you, which will give you all the info you need for online authorisation?

My understanding, following a similar issue and conversation with HMRC, is that they won't accept paper 64-8s for VAT and these should be submitted electronically. Complete nonsense but...

Yes I recall this now. You need a 64-8 to speak to them and an online authorisation to have them appear on your online list.

I wrote to HMRC on 20th March to explain my clients were not yet ready asking about authorities etc , to date no reply has been received. I also asked what to do about authorisation as when I call the helpline it takes around 20 minutes to get through security and that after I have been on hold for 40 minutes. 9/10 times they won't speak to me. We changed the firm ownership and also some clients are on "old style" 64-8 whilst others are on the Gateway. Without a clear directive on what to do about Authority I am unable to move forward as each case is different and unique. HMRC are now forcing a situation where we will be unable to file by the 7th August as clients are totally unprepared and we can't even get the correct responses from HMRC . We are have moved some clients onto Sage One and are experiencing very slow processing times with our usual jobs taking three times as long to process. We have to say this is causing our clients and ourselves immense anxiety . A law thats impossible to comply with it unreasonable and totally undemocratic .

Hi

We don't bother with 64-8s anymore, too long to process as you say, the online authorisation by sending a code to the client is much quicker, 7-10 days for code to come through & less than 24 hours to appear on client listing.

Unfortunately the only downside as always with HMRC is their inconsist processes, I.e. online auth give full authority yet for some reason when you speak to some operatives they can't see this & want to see a signed 64-8, but for the most part okay & much faster than filling out & posting 64-8s.
