I have supplied a 64-8 to the tax office, but they refuse to supply me information about my client e.g paye etc. They have told me they will only speak directly to my client. They have stated they are not allowed to forward info to the agent direct. Is this correct?

They changed it a couple of years ago now. They will only post it direct to the client. That will be the same client who has presumably already lost their payslips, P60 etc. And good luck finding out the student loan deductions and NEST pension payments.
I don't think it is unusual for a Limited Company to have the registered office at an accountant's office (or some other professional).
This is correct. I believe it came, partly, due to the volume of claims companies requesting pay and tax information from HMRC solely for the purpose of reclaiming tax. As you would expect, HMRC stopped facilitating this process.
Anyone experienced varying luck with getting an agent to give you PAYE information over the phone? I've tried twice this month. One agent perfectly happy to tell me the gross and tax there and then, the other insisted it had to be sent to the client direct. I was shocked. I'm used to HMRC applying contradictory procedures depending on who you speak to, but never contradictions that benefit me.
I was advised by an HMRC officer on the ADL that there is a new service "Income Records Viewer Service" which allows agents, with a client's approval, to view their pay or pension and tax deducted online. (Although I can find no trace of this service when Googled).
You email [email protected] asking to be included. I am not sure this is real as I mailed 02 04/09/2019 and I am still awaiting a response.
