Agent filing tax return without taxpayer approval

I've got an odd one here....

I was approached by a new client late on last year. CIS taxpayer wanting to file his tax return before the deadline. Previous agent had gone AWOL and not reponding to messages. In previous years, agent had obained tax repayments and then sent on to client, after deducting his fees. 

Now it appears tax return for 2022/23 has already been submitted without his approval and he's never seen any tax repayment.

Anyone else had anything similar?

No, not had anything similar, but that does sound very suspicious to me.

Had the client provided records to the previous accountant? That might suggest either the previous accountant had something to base the refund on, or just plainly made it up from thin air?!

... no not seen (but heard of plenty of instances which usually turn out to be either 'mis-remembering' by new client or fraudulent activity by old agent - although there are plenty of other possibilities).

Moving forward (but very much dependent on whether OP accepted this new client and if so for which services) the questions I'd be considering are:
- is client actually disputing the figures in the filed return?
- if so, are they appointing OP to re-do them?
... plus, more out of interest, to whom do HMRC records show the rebate to be due?
