Amazon and VAT on fees

Evening all, could anyone confirm my thoughts on VAT rates being charged by Amazon. Out of curiosity I looked at my last 3 months invoices from Amazon (for the last year instead of replenishing payroll and bookkeeping customers who've retired I've been making and selling on Amazon Handmade.) Their monthly fees invoices have the Luxembourg address and a Luxembourg VAT number yet they are charging 20% VAT on their fees. Surely they should be charging 17% which is their VAT rate?  I've always assumed VAT rate relates to country of registration? Or am I wrong on this?
I would think this has a significant impact on any big sellers - for little me it's neither here nor there.

Have you actually registered with amazon as a business? As far as I know if you have amazon won't charge vat.

This could be VAT MOSS. Per above you need to tell Amazon you are in business.
