Anyone receiving 'non filing notices' in error?

Payroll query - received 2 emails regarding separate businesses yesterday - I believe in error

I do a handful of payrolls each month.  Yesterday I received 2 'generic notifications - non filing notice' about 2 of these payrolls expressing that I hadn't sent all of the submissions that HMRC expected for the previous tax month.

I had sent (on time at the end of April) FPS's for both payrolls as both had small employee payments, though both payrolls had no tax or nic due.  I received the usual submission email and so I am confused as to what they are expecting?

I contacted the employer helpline who could tell me nothing other than not to worry as no penalty is due.  They said I could try the online services helpdesk and whilst the man was very pleasant he told me he was not aware of any system error and referred me back to the employer helpline.  

It's very strange for this to have happened 2 payrolls at once.  Has anyone else encountered a similar problem?

I've had two unexpected filing notices but it is where I didn't bring forward an employer to 2024/25. I suspect I actually have to bring the employer forward and then cancel them/get rid of their ex-employees formally.

Thanks for replying. I did yes. It seems to be in relation to the period to 5/5/24. Just can't understand it.

I had precisely the same issue yesterday. Copied both the notice and the relevant RTI report, and put them on the file. Must be a glitch, at HMRC.
What a surprise, for HMRC to be in the wrong.

... could you print out the *exact* wording in those notices?

There are so many possible reasons - including Doug's and Lucy's - that it's not worth trying to list them all (on a just in case basis).

For instance .. if "both had small employee payments, though both payrolls had no tax or nic due" - is it possible that:
- there are any (not necessarily most recent) missing FPSs from 2023-24 but without the appropriate flags having been set in the EPS?
- there are any employees who have been paid previously but were not included due to no earnings (but have not had ceased flag sent)?
- the FPS used the incorrect 'tax year' value or a 'payment date' outside the FPS's pay period?

It's unlikely (although not impossible with the state of HMRC's systems) to be just a software glitch at their end - especially if you've received two notices.
Can you see anything that seems common to those two payrolls?
