Appeal JRS payment

I have a client that is a new business. I applied for a payroll scheme for on the 9th March 2020. The letter for the payroll scheme was dated the 13th March and I received it 27th March and set up the scheme. There had been three payments for wages between the 6th March and the 27th when I finally set everything up and sent in the submissions. I queried whether the client would be considered for JRS and was asked to submit evidence of this to HMRC. I sent of the the receipt for the payroll application and bank statements clearly showing the dated wage payments on the 1st May. I've chased it this morning as I had heard nothing - the call handler said there is nothing on the PAYE system. I've asked to start the process again and asked for a referal to the 3rd tier handlers and I've been told they no longer exist. They ceased on the 1st July the call handler said they have been told that they must tell everyone that rings in that they are not eligible, there is no review. The only way to have this reviewed is to raise a complaint but to whom? I've asked the question and been told to ring the general PAYE number. Does anyone know of a better way to do this?
