At what point are shares deemed to be worthless

In capital gains tax, when is the loss recognised?

My client has shares in a company which was dissolved in 2016/17 but the liquidators issued their final report in 2017/18. Can the loss be claimed in 2016/17?

Pay careful attention as you read that link. Especially to the first five words.

If the shares no longer exist, there has been an actual disposal and neg value claims don't enter into it.
