Best software for a meat supplier (wholesaler)

I have a meat wholesaler as a client. He is looking for a customisable invoicing software that will allow him to charge by weight as well as quantity. So he would need Quantity / Weight / Rate / Total. 

I've have spoken to Quickbooks and Sage and they said they can't do it. 

Is there anything available on the market apart from a fully customised software that wouldn't cost an arm and a leg?

Not too much by the looks of things.
Ideally between £15 to £30/£40 per month.

Arm and a leg? For a butcher?

What do you mean by charging by quantity and weight? Surely your weight becomes your quantity. It's one or the other.

I have some across quite a few scenarios like this. Does your client use the two different quantities against the same product?

e.g. There are 10 legs of lamb in the cold store, picks one and invoices it by weight.
Stock system would now show 9 legs of lamb.

Do they count the items and value the product by weight?

Do you have more information?

Yes exactly.
So they'll have 10 whole sheep in store, sell 5 to a customer by weight and assign a rate to it and then that's the price charged.

In the past, I have looked for Cloud based options to solve this problem and didn't have any success.

A lot of people struggle with the very concept. I would still be tempted to look at the Xero add-on family. In particular at the AUS/NZ companies. I suspect if there is anything , that's where it will be.

There are on premise solutions out there, but they would blow a hole in your clients budget. The annual maintenance would be more than you are suggesting he wants to spend.
