Can a Ltd company be used for any type of work?

Say a Ltd company is set up initially to do something like health and safety consultancy (sole director, no other employees), but that sort of work slows down so director does something like web design to bring in some money, is it allowed to invoice for web design work when that's not the company's main sector? (Let's ignore insurances and other things for now)

Probably. You used to have to specifically say what the company's objects were and, indeed, you can stll do that. But it's more likely that your company is set up as a general trading company. Look at the company's Articles.

Whether it's a good idea is a different matter and you'd need to speak to your accountant about that. Maybe your solicitor, too.

Pretty carp business model though if one cannot run a health & safety consultancy at a time of such H&S issues.

Ignoring 'other things for now'. So will ignore everything.

You can do ANYTHING. But doesnt mean its a good idea/legal/sensible/moral.
