Can declining to claim fuel VAT be applied qly?

Can declining to claim fuel VAT to avoid the FSC be applied quarter by quarter?

Not surprisingly during lockdown, fuel purchases have been very low and for many the scale charge far outweighs the VAT paid. It would therefore make sense not to reclaim any fuel input VAT and avoid the FSC. If this approach is adopted, can it be applied quarter by quarter (given that fuel usage is likely to rise over the next few months)? Or does it have to be applied for the whole VAT year?

I can find nothing in the rules that says it has to be applied for the whole year, so I presume it's okay to decide each quarter.
