Can director be furloughed of a limited company (buy to let) with one property where only one out of four tenants is paying rent ?

Firstly, you need to consider if the employer is eligible for the furlough scheme.
Is the buy-to-let business affected by Coronavirus? I would assume not and as a result, the employer is not eligible for the furlough scheme.
I didn’t know that was a criteria to claim under the CJRS, I thought it was just that the employee had been furloughed for at least 3 weeks and was not working.
2.1 The purpose of CJRS is to provide for payments to be made to employers on a claim made in respect of them incurring costs of employment in respect of furloughed employees arising from the health, social and economic emergency in the United Kingdom resulting from coronavirus and coronavirus disease.

2.5 No CJRS claim may be made in respect of an employee if it is abusive or is otherwise contrary to the exceptional purpose of CJRS.
But you are not ticking a box like the SEISS to say the business has been adversely affected? If you have furloughed an employee due to Covid then you qualify. Otherwise they should have made it tougher to apply.
Whether the Director of a rental business can be furloughed, I don’t know what they do on a day to day basis, if they collect rent then I expect not.
