Can I submit a client's tax return without ASA?

I am part-qualified accountant and considering set my own accountant practice and I not qualfied yet

I am doing a Proadvisor Quickbooks course on self-study. And I would like to do bookkeeping and tax returns for a small business, according to Quickbooks I would need an Agent Service Account. I went to the HRMC website and it seems in order to create ASA, I would need the supervisory body’s name and membership number. At the moment I am studying also for ACCA, but it will take me around three years as the PER has to be completed. I would like to know. How can I do accountancy and bookkeeping services for self-employers and small business while I carry on with my studies? or can I use another accountant ASA? As the ACCA Rulebook, and particularly Regulation 8  says that I could work as an accountant if I am supervised and signed off by an appropriate person.

You need to contact your accountancy body and ask them. Lots of accountancy bodies won't let you until you have a practicing certificate. Edit just noticed you've amended your post. As the post says below no accountant will let you use their Asa.

The ACCA Rulebook, and particularly Regulation 8  says that I could work as an accountant if I am supervised and signed off by an appropriate person.

If you're studying under ACCA you can only offer bookkeeping services, not accountancy services (regulation 8) so that would rule the tax return out anyway.

Up to TB only, under Reg 8, so no tax returns, no year end adjustments, pass them on at that stage to a supervising Acountant.

Plus get yourself covered for MLR for the bookkeeping or pay the penalties when you are caught.
