Carpet Retail Shop - CIs Scheme or Not

Hi,

I am hoping somebody can shed some light on this matter.  I have recently been made aware that I had not verified all of the companies that have been involved with installation on site. 

I have since completed all verifications but am having a debate with a retail carpet shop that provides fitting for all types of flooring on site for our jobs.  When I rang the cis helpline they informed that carpet fitting was exempt from the cis scheme but all laminate/lino fitting is not exempt and if it was a mixture then it is to be treated as being in the scheme.  Verfiication was completed and I thought it was all resolved, but our supplier has contacted us to say that their accountants have said they should not be in the cis scheme as they have mostly retail sales, and therefore should be exempt.  Please can someone advise a way forward - they did offer to change their invoices to reflect either supply only or just carpet fitting, but I thought as the contractor we would be liable for any cis tax not paid over if we were to be inspected and found that this was incorrect?

As far as I am aware ...

... there is no de minimis. If you're carrying on construction operations you're in CIS. It doesn't matter if those operations are only a small part of the activities.

I will, of course, be happy to be corrected.

A CIS job is a CIS job, and what you do the rest of the time is immaterial.
