CGT Property Service for Non-residents

How do non-resident clients register for the online CGT Property Service if they have no UK address?

I am having difficulty getting clients to register for the service if they happen to have a national insurance number but no longer live in the UK, don't file any Returns but have transferred a UK property. It seems that there are limitations in the registration process, even for UK residents who seem unable to create a Gateway if they do not have a P60, up to date passport or any credit history.
I am sending quite few reports in on paper which seems to defeat the object but the process is very cumbersome and there is no help from HMRC at all on this and there is a 30 day time limit.

Do a search on here. I thought it was still possible to file under the old system.
