Cis gross status - how long?

I’ve recently applied for gross cis status for a sole trader client (second application)...

... but we are getting no response from HMRC since sending the application. I called to make a phone application but they advised that it is quicker to send the postal form!  This was 4 weeks ago and still nothing. 
 

I called the cis helpline and after waiting an age, they told me that because the business is a sole trader, I need to speak with self assessment, which Doesn't sound right but hey, I'm trying to get through. 
 

Anybody else struggling or does anybody have any advice as to how I can chase this up?

I didn’t know sole traders could apply for gross status.

Sorry I got mixed up, sole traders can’t offset CIS suffered against CIS deducted. I don’t know any that have gross status thinking about it though.

I have a client who has recently applied for gross CIS status. He did it over the phone himself as I was told I couldn't make the declarations on his behalf. I think after he phoned he got confirmation within two weeks.
