Citation HR Software

Has anyone used this software?

We are thinking of using it but wonder if there are any downsides to it?

It's not an HR system is it (more of an advisory service)?

Good reviews on Trust Pilot (which has a reputation for supplier influenced reviews) ... but poor reviews on other sites (including the all important ones by employees):
