Maybe obvious but last year director salary through payroll and RTI was only April to Aug then no salary thereafter but monthly RTI submitted so no actual salary recorded for Feb or March - can he claim furlough based on average for last year ?

Stopped in August but you only say no salary recorded Feb and March. Explain discrepancy. Why stopped?
Are you director or agent?
Do you have an online PAYE account or full agent access online?
All the more reason to make a good first impression. You are seeking help so it is in your best interests to make that as easy as possible by posting clear questions.
For future reference, I would recommend asking why a company is stopping director salary in future. If it was simply that they didn't have the cash to pay it, it will often be better for tax purposes to continue to report the salary, but credit it to the director's loan account.
You may have a problem with HMRC thinking there are no employees (as no salary reported on RTI). If no P45 was issued you should still be OK, but it might be a struggle to convince HMRC. If a P45 was issued you are definitely out of luck.
Average for the year is likely to apply if you can make a claim.
