CJRS issue - schemes marked as subcontractor only

Cannot submit claim - Not eligible for CJRS

Didn't find your answer?

Has anyone had any success in sorting out the following issue which I've seen in various threads.  We have since Wed 22nd been trying to process a CJRS claim for a client.  We cannot get in to the claim submission because system says "You are not eligible for the CJRS".  So far we have had 1 webchat and 5 telephone calls with HMRC!!  We have established that it is because the scheme has an XP marker (contractor only).  This is not correct as a PAYE scheme has also operated since 2015.  One of our calls was to the Employers Helpline and the advisor then said he had corrected the record to clear the XP flag but that would take 72 hrs to update.  The 72 hrs passed, no change so more calls to the CJRS helpline.  We can't get past Tier 2 advisors to a Tier 3 advisor but keep on getting promised a call back from a Tier 3 advisor.  Needless to say no call back!!  It feels like the CJRS claim system was set up as a bolt on with an initial dataset of PAYE schemes but does not update when the PAYE scheme is updated via the Employers helpline and so needs a further intervention from these (mythical) Tier 3 tech advisors.  If anyone has had a similar issue successfully resolved please could you let me know how you managed it because so far I've had a very mixed bag of abiilities from the people I've managed to speak to and despair of getting anyone to sort this out or call back!  Thankfully all our other claims have gone through with no issues but this one which is probably the smallest has taken about a day in total to get nowhere!  And I'm fed up of listening to the recorded messages on the helpline before I get through to an advisor!  Rant over....

It's almost as though they had to hurriedly set up a scheme for which there was no precedent under crisis conditions with reduced resources and somehow didn't manage to think of every possible eventuality and allow for it.

It's absolutely shameful.

Your comments are duly noted. Hopefully someone will be able to offer some constructive help. As I have pointed out to HMRC I am mindful of the fact that there is a young man at the end of the process who didn't get paid at the end of the April as his employer has no money with which to pay him until the CJRS claim is processed.

Bit harsh Duggimon, not like you?

This is a big issue for the affected businesses. See here for updates

Thank you - have looked at the link. I came close to losing it on the phone yesterday. I understand this was put together under pressure and at speed and all things considered has stood up remarkably well but this is clearly an issue. Incidentally the first person I spoke to on the phone when she looked at her notes told me that it is an issue that they have had a number of queries on. If only that were somewhere on the gov.uk with details of how HMRC proposed to resolve the issue - save us wasting their time as well as our own on phone calls to helplines which cannot help!

Tried to do that yesterday. The Tier 1 advisor put me through to the Tier 2 advisor saying she would be able to do that. The Tier 2 advisor didn't know what an XP marker was so I explained and said I wanted to make a claim over the phone. She got her screens up to do that and that said "Oh - the reason this can't be processed is that it's a contractor scheme" I forbore to shout "YOU THINK!!!" Long story short she appeared to only be able to access the same screens we can so the best she could do was - wait for it - make a referral for a call back from a Tier 3 advisor.

Stay patient, I know it is hard. I have just had my claim processed over the phone (HMRC called me) - they are updating their systems this weekend so if you don't get your call back you should hopefully be able to make your claim online mid-end of next week - have you had the XP marker removed from your PAYE Scheme by the PAYE helpline?

Thanks for the update. We had the call for ours last Monday and the money is now in our client's bank account. In the euphoria of the moment I forgot to update this thread. Yes we have had the XP marker removed - a few weeks back. I have just checked to see if the systems update you mention has cleared the not eligible message. It hasn't but fortunately we were able to include the May claim in the claim we made during last Monday's call. Hopefully all will be resolved by the June payroll!
