Claiming FTC (foreign tax credit) beyond 4 years

Has anyone come accross the situation when HMRC allowed FTC claims beyond 4-year time frame? I have an inbound client who has just paid their outstanding taxes in foreign territory in respect of the 2013 tax year. Can I therefore claim FTC on 2013/14 UK tax return as no foreign tax was paid before? 

I refer to TIOPA 2010 s19 re time frame for claiming foreign tax credits-in particular, it's second part - as the event took place later...:

For income and capital gains tax the claim must be made on or before:

  • the fourth anniversary of the end of the tax year to which the claim relates, or
  • if later, 31 January following the tax year in which the foreign tax is paid.
