A subcontractor client of mine completed the SEISS 4 application which told him he was eligible and the actual amount he was due. However he has since had notice from HMRC that an alert has been triggered and they are withholding his grant.
He has spoken with HMRC twice who now want further proof as to who he is. He doesn't have a passport and his driving licence is the old paper version. They've said they want the necessary proof off him before they'll discuss the matter any further, and if he doesn't provide it by Tuesday night then the claim will be cancelled. I'm certain it's not a scam, but has anyone else been in this position, seeing as they won't speak with me neither as the agent

"He has spoken with HMRC twice" ... what does this mean?
Has he received anything in writing (email or otherwise) setting out what you say in OP? If so, doesn't it make clear what proof of ID is requested (depending on what is available) and how to supply it?
What you've described (a claim that is withheld and subject to cancellation in absence of requested proof of ID) is, however crass, exactly the process that HMRC are applying to these claims.

standard HMRC practice for this grant, he needs to comply to get the grant simple as that
