What are you asking?

How much is to build a website for an accountant who uses cloud accounts software?

Or how much would it cost to build a site for XERO, Kashflow or QBO etc.

Thanks for your comment, this subject is quite confusing for me,
What is the difference? how much each will cost to invest today.?

But if you have the budget, you may wish to consider £11,000

Building an easy to understand, simple, and smart website that allow your clients to use to preform daily and monthly accounting activities. How much dose it cost.? And by the way this is what they cloud accounting right.? Since it met the following criteria:
-Accessible from anywhere anytime
-Online collaboration between clients and accountant "admin"
-Can be used from any computer through any browser

Its like drawing teeth.

The cheapest way to do what I think it is you want, would be just build a standard 5 page site.

Then hook up with Xero, Freeagent, QBO or whoever and put a button on your site that takes you into the software.

I cannot see why you would want to build your own and I would think £11k would not get you very far.

Kashflow allows you to white label it so it comes branded with your logo.
