Customs Software

My client needs to purchase Customs Software that will create and manage declarations

Dear All 

Does anyone have experience of choosing a customs declaration software solution that is suitable for a small busines that Exports to the EU? HMRC have a list of suppliers but it is hard to determine which are the best ones to choose. 

Any advice welcomed.

I'd wait to see:-
a) What happens at Thursday's General Election.
b) What happens on 31 January 2020.
c) What happens on 31 December 2020.

You missed the extension option which is I think required to be used by June/July 2020.

I believe we have to ask for one by then otherwise we default into the 31/12/20 exit in terms of the WA in which case we would then need a 27 country sign up to transition for longer as after we sign the WA then legally the future relationship is a treaty that needs universal member consent rather than within the parameters of the EU negotiators' competence. In effect, once (if) the WA is executed we are no longer EU members and therefore any extension to the transition is outwith the EU negotiators' power.

Ignored that as I thought it had been ruled out, but who knows?

Well it has been by Boris, but not sure I trust him; he certainly looks unlikely to knock out any comprehensive trade agreement by June. Some of the pundits now seem to think his intention is to get a very skimpy deal in 2020, out by 31 December, then try to patch bits on in the future, but catch with that is what he does with EU will impact what he can do with US and vice versa so not sure on the realities of sequencing that will arise.

Accordingly bendy, flexible, double jointed software certainly looks the safest bet.

I am obviously not blunt enough, what "not sure I trust him" means is, "lying b*****d who would likely sell his granny for 2 votes and a meal on expenses"

Given we still have no real clear idea re the future processes that will be involved cross border into the EU I think all you can do is pick a reasonably well established software provider with a history of adapting/changing their software over a number of years. It is not impossible that the transition to whatever processes will be required, possibly at the end of 2020, will occur with limited advance notice of the detail so you also want a software provider which will be geared up/of a size to act quickly.

I do not envy your decision and if you have scope to delay 6 months or so I expect I would as hopefully by July 2020 the future landscape ,and its timing, will be clearer.

The complexity here is that whilst we have no real certainty as to what is going to happen at the same time HMRC are moving from using CHIEF to CDS. It would be entirely possible to write cloud based code to handle all of this, but I don't know if anyone has actually done that yet. I would happily do it myself (I have done some initial testing with HMRC), but don't actually have any client basis for whom to write the code.
