Cycle to work scheme - employees living onsite

A company offering a new cycle to work scheme has a number of employees who live on campus (it's an educational establishment), having been provided accommodation by the company for the better performance of their duties.

Can they still qualify for cycle to work? One employee is keen on joining the scheme, and has indicated he'd regularly use the bike to get about the campus.

Any thoughts/pointers most welcome.

Provided the loan is still "mainly for qualifying journeys" EIM21664, then yes! Without a commute this may be harder to achieve and prove!

Unless the employees can only go from their accommodation to their workplace without going outside then it's probably feasible/plausible that they cycle to work. Some campuses are enormous!
If they don't go outside, you'd have to contemplate people cycling in the corridors, which might be getting a bit silly!
