Decking outside premises

Putting down decking in outside area of offices [for pleaseant garden/waiting area for staff and clients]...is it allowable?? AIA??

Current area is awful broken and frankly dangerous concrete.....It's cheaper to put decking on top of this than to repair the existing surface...does that make it repair and renewal??  I don't think it's replacing the exisiting with anything better [ie it's not a free upgrade...].

What would it need to be to be allowable???
